Transaction Screens

On properties where environmental issues are not suspected and environmental liabilities are believed to be minimal, we perform Pre-Phase-I Environmental Site Assessments, also known as Transaction Screens. The elements typically included in a Transaction Screen include:

  • Detailed on-site and adjacent reconnaissance

  • Governmental/regulatory database search

  • Limited search of historical use records

  • Interviews with owner / operator(s) with historic knowledge of the site

  • Interviews with local officials such as fire marshal, health department, etc.

  • Report preparation


PHASE I ASSESSMENTS

The elements of a typical Alpha Phase I include:

  • All of the elements of a Transaction Screen

  • Detailed Historical Review: 1) Topographic map review, 2) Title search or assessor records review for a 50-year period, 3) Zoning map review, 4) Aerial photography review for at least 50-year period, 5) Sanborn Map review, if readily available, 6) Building department records and other local records, 7) Historical atlases review, 8) Historic city directory review, 9) Historic land use map review

  • Geologic and hydro-geologic conditions review

  • Soils survey review

  • Detailed local environmental agency research for site-specific files

  • Other miscellaneous documents


PHASE I UPDATE REPORTS

Alpha can update any existing Phase I from Alpha or other consultants. Typical Phase I Update Report would include:

  • Review of the existing Phase I that includes ASTM compliance review

  • Obtain and review a new 1-mile radius regulatory agency database report

  • Site reconnaissance to update site conditions

  • Verify and update site use information

  • Review of physical setting information, including site topography, geology, and hydrology

  • Color digital photographs of the site

  • Concise report which includes the original report


Phase II ESA's - Soil & Groundwater Investigations

Alpha Environmental provides quality Phase II investigations whose scope of work has been well designed by seasoned environmental professionals keeping the intended site-use in mind. The Phase II ESAs typically include, but are not limited to, the soil/groundwater assessments using direct-push drilling equipment or hollow-stem auger. Other Phase II ESAs offered by Alpha have included geo- physical surveys, soil vapor surveys, groundwater sampling, health-based risk assessments, etc.


Phase III - REMEDIATION SERVICES

Alpha provides remediation alternatives customized to suit the site, agency requirement, and client specific need. After providing a Cost Benefit Analysis, some of the soil/groundwater remediation methods that Alpha can implement are the following:

We understand the time constraint on these types of transactions and are ready and able to meet these deadlines. Alpha can often customize the scope and format of the reports to screen for pertinent environmental issues and meet the client’s need. This helps minimize time and cost involved in these Multi-site portfolio projects.

Site Closure

Alpha specializes in obtaining regulatory closures requiring “no further investigation” from the lead agencies. Our experienced staff understands the regulatory agency logic and mind-set used to grant closures. We strive to obtain the site closures in a timely manner.

Alpha guarantees results within 7 to 10 business days. In many cases, our verbal reports can be provided within 5 days. However, if a site has a file with the lead agency, an appointment for a file review must be arranged, which can take weeks. Sometimes our clients elect to have us issue the Phase I report in our guaranteed turn-around time without the file review, even if a regulatory file exists on the subject property. In these cases, we follow up the report with a letter addressing any key items discovered through the file review.

Unless there is a known threat to human health and the environment, findings and conclusions generated through the Phase I process are not reportable to any governing state or federal agency. Our clients are not required to report any findings of the Phase I process to the agencies.

The objective of a Phase I ESA is to identify Recognized Environmental Conditions (REC). A REC is defined by ASTM E1527 as the presence or likely presence of any hazardous substances or petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of a release of any hazardous substances or petroleum products into structures on the property or into the ground, groundwater, or surface water at the site.The Phase I can identify the potential for environmental liability, not the existence of a definite problem. However, the process can bring to light factors that have the potential to cause environmental problems - factors such as:
Underground Storage Tanks (USTs),
septic systems, improper use / disposal / storage of chemicals and wastes, asbestos, and lead-based paints, surrounding properties that might pose a threat to the subsurface conditions, of the site, floor drains/dry wells and historical operations that may have impacted the subsurface beneath the site.

If Alpha identifies the likelihood of environmental contamination or Recognized Environmental Conditions as a result of the Phase I, further investigations, i.e. a Phase II Environmental Site Assessment is warranted. In deciding whether to proceed with the Phase II, clients must consider how much risk they are willing to accept if they do not perform follow-up testing to quantify their environmental exposure. Alpha Environmental can perform the warranted Phase II investigation subsequent to client's authorization. Alpha can also perform any follow-up work necessary to quantify your exposure - whether it's abating the asbestos or removing the UST. In addition, we can implement soil or groundwater investigations and/or other necessary remediation services.
